NTT Basic Research Laboratories is at NTT Atsugi R&D Center, which is located about 50 km south-west of Tokyo. To come to NTT-BRL, take the Odakyu Line from Shinjyuku station and get off at Aiko-Ishida station (about 50 minutes). Then, take a bus (either #17, #18, #19, or #21) from Aiko-Ishida and get off at "Tsushin-Kenkyujyo-Mae" bus stop. It takes 20-30 minutes by bus.
